Nursing License

The process of verifying a nurse's criminal history was adopted by Boards of Nursing in 1990 as healthcare is a critical matter of public protection. To ensure nurses' suitability and maintain a high level of standards, California was the first state to enact regulations requiring nurses to undergo fingerprinting and a background check through the FBI's Integrated Automated Fingerprint Identification System (IAFIS), which is the largest fingerprint database globally. The practice has been widely adopted as a means of protecting the welfare of patients and maintaining public trust in nursing professionals. It is essential to ensure that qualified and competent nurses are available to provide safe and quality care to the community.


Fingerprinting is required by the Securities and Exchange Commission (SEC) for all partners, directors, officers and employees in accordance with Section 17(f)(2) of the Securities Exchange Act of 1934 and Rule 17f-2. However, exemptions are available under the same provisions. Rule 17f-2 stipulates that employees who do not engage in selling securities, have infrequent access to securities, money or the original books and records relating to these, and do not supervise directly those who sell securities or have access to securities, money or the original books and records are exempt from fingerprinting. Therefore, it is essential that firms evaluate whether their personnel require fingerprinting in accordance with the relevant laws and regulations.
